Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: positive announcements are delivered from different nations. Immense energy is allocated on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity provided through timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Following this, a heavy machine gun engaged a drone in the vicinity, part of a mobile-fire group – probably imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration operates on a assumption understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
